§ 3.19. Powers with respect to city personnel.

  • Except as otherwise provided in this Charter, the city manager may appoint or employ and he may remove or discharge such officers, employees and assistants as may be necessary to carry on the work in those departments and offices of the city committed to him by ordinance, in all their respective details, in an economical and satisfactory manner. Whenever the interests of the city require, irrespective of any other provisions of this Charter, the city manager shall have the power and authority to assign employees of any city department, bureau, office or agency, with the exception of the school division, to the temporary performance of duties in another city department, bureau, office or agency. The city manager may not remove or discharge appointive city officers; however, he may recommend their removal to the governing body. The salaries and conditions of employment of employees and assistants shall be recommended by the city manager subject to the approval of the governing body and as provided in general law. The city manager's action in all respects shall be subject to review by the governing body, and he shall be accountable to that body only.
