§ 5.2. Officers to hold over until their successors are appointed and qualified.

Whenever, except as otherwise provided in this Charter, any officer of the city or member of any board of commission is elected or appointed for a fixed term, such officer or member shall continue to hold office until that officer's successor is elected or appointed and qualified.
