§ 24-34.1. Truck traffic prohibited on certain streets.
(a)
The operator of every truck passing through the city at any point shall only proceed through the city on the truck route or routes depicted in blue on a map on file at city hall and designated within this section. It shall be unlawful for any person to operate a truck on a street in the city that has been posted with signs prohibiting the passage of trucks. It shall be unlawful for any truck operator to deviate from those streets designated and marked as truck routes; provided, however, that deviations therefrom and return thereto may be made by the most direct routes reasonably possible for the purpose of making or receiving truck deliveries.
The word "truck" as used in this section shall mean every motor vehicle meeting any one (1) or more of the following specifications:
Having more than two (2) axles;
Having more than six (6) wheel surfaces in contact with the street surface;
Having a total length that exceeds twenty-four (24) feet;
Having a registered weight on record with any state agency of motor vehicles that exceeds ten thousand (10,000) pounds gross vehicle weight.
The following streets are hereby designated as truck routes within the city:
Centreville Road [State Route 28];
Digital Drive;
Enterprise Court;
Euclid Avenue;
Euclid Court;
Hardee Drive
Industry Drive;
Manassas Drive;
Mathis Avenue;
Owens Drive;
Vassau Court; and
Venture Court.
The provisions of subsection (a) of this section shall not apply to government or emergency vehicles or to such other vehicles that carry a written permit issued by the chief of police of the city. The chief of police shall issue such permits only where it is clearly demonstrated to him or his authorized agent that such permit will alleviate a hardship or will promote better flow of traffic through the city.
The city manager is hereby authorized and directed to provide and maintain signs which will apprise an ordinarily observant person of the prohibitions and requirements of this section and which will conform substantially in size, design and color to those erected for the same purpose by the Virginia Department of Transportation.
Any person who violates any provision of this section shall, upon conviction, be guilty of a traffic infraction punishable by a fine of not more than two hundred dollars ($200.00).
