§ 24-38. Exceeding speed limit.
(a)
Operation of any motor vehicle on a highway in any residence district at a speed exceeding that indicated as a maximum speed by signs posted in such district by or on the authority of the governing body through its city manager, which also display the penalty for violation, shall be unlawful and shall constitute a traffic infraction punishable by a fine of two hundred dollars ($200.00), in addition to any other penalties provided by law. The terms "highway" and "residence district" when used in this article shall have the definitions respectively ascribed to them in the Code of Virginia, § 46.2-100.
(b)
Residents in a residence district may petition the governing body to have one (1) or more signs described in the preceding subsection (a) posted along any street or portion of a street in such residence district. Any such petition must be signed by residents representing more than fifty (50) per cent of the residences on the street or portion of a street that is the subject of the petition.
