Water meters for all service customers will be read no sooner than the first day of
the previous month of the billing month. Customers will be billed using an actual
meter reading. Estimated readings based on past usage history will be billed to customers
only when, in the judgment of the city manager, there is inclement weather or other
circumstance which makes actual readings of those customers impossible to conduct
in a timely manner.
