§ 25-31. Effect of failure to pay water and sewer charges and fees when due.

  • (a)

    If the fees and charges charged for water service or the use and services of the sewage disposal system by or in connection with any real estate are not paid when due, a penalty and interest shall at that time be owed as provided for by general law, and the owner or tenant, as the case may be, of such real estate shall, until the fees and charges are paid with the penalty and interest to the date of payment, cease to dispose of sewage or industrial waste originating from or on the real estate by discharge thereof directly or indirectly into the sewage disposal system. If the owner or tenant does not pay the full amount of charges, penalty and interest for water provided or cease the disposal within thirty (30) days thereafter, the city shall notify such owner or tenant of the delinquency. If such owner or tenant does not pay the full amount of charges, penalty, and interest for water provided or cease such disposal within sixty (60) days after the delinquent fees and charges charged for water or sewage disposal services are due, or enter into a payment extension plan pursuant to section 15-34 below, the city shall cease supplying water and sewage disposal services thereto unless the Health Director of the Prince William Health District certifies that shutting off the water will endanger the health of the occupants of the premises or the health of others. At least ten (10) business days prior to ceasing the supply of water or sewage disposal services, the city shall provide the owner or tenant with written notice of such cessation.

    (b)

    When water service has been discontinued and disconnection made, there will be no reconnection until payment of the total bill, including penalties and interest and a reconnection fee, has been made.
