It shall be unlawful for any person to dispose of the sludge and other material removed
from septic tanks except by depositing it under the surface of the ground in such
manner that it will not be exposed to the atmosphere or endanger the source of any
domestic water supply or by depositing into a public sewage system or sewage treatment
plant, at such designated locations and under such conditions as may be promulgated
by the owners or operators thereof. In any event the sludge or other material shall
be carefully deposited and the surface of the ground, manholes, tanks, and the like,
into which the deposit is made shall be maintained in a sanitary condition. Any covering
of such surface with sludge or other material shall be promptly removed.
