§ 25-102. Purpose and scope.

This system implements the requirements of Public Law 92-500, Section 204(b)(1)(b), and 40 CFR Part 35, Subpart E, as well as the regulations and guidelines issued pursuant thereto, in order to maintain eligibility for federal grants which provide necessary funds for the construction of waste water treatment works.

The scope of this system is to provide for payment by each industrial user of the treatment works, unless otherwise excluded, in addition to the already established system of rates and charges currently in effect, that portion of the cost of construction of such treatment works which is allocable to the treatment of such industrial waste to the extent attributable to the federal share of the cost of construction within the service area of the authority.
