    Where:

ICR = Cost to be recovered from an industrial user ($/billing period).
Qf = The sum of the federal grant costs allocable to flow capacity ($).
Qd = The design flow capacity of the treatment works (gallons/day).
Qu = The average quarterly waste water flow contributed by the user during the billing period (gallons/day).
BOD f = The sum of the federal grant costs allocable to BOD 5 capacity ($).
BOD d = The design BOD 5 capacity of the treatment works (pounds/day).
BOD u = The average daily poundage of five-day biochemical oxygen demand twenty (20) degrees contributed by the user during the billing period (pounds/day).
SS f = The sum of the federal grant cost allocable to suspended solids capacity ($).
SS d = The design suspended solids capacity of the treatment works (pounds/day).
SS u = The average daily poundage of suspended solids contributed by the user during the billing period (pounds/day).
N f = The sum of the federal grant costs allocable to nitrogen capacity ($).
N d = The design nitrogen capacity of the treatment works (pounds/day).
N u = The average daily poundage of nitrogen as N contributed by the user during the billing period (pounds/day).
