§ 2-159. Planning commission to prepare and revise annually.

  • (a)

    It shall be the duty of the planning commission, in cooperation with the planning division of the city manager's office, to prepare and revise annually a program of capital improvement projects for the ensuing five-year period, and to submit the program to the city manager annually, at such time as he shall direct.

    (b)

    The program of capital improvement projects shall be based upon the city's comprehensive plan.

    (c)

    In the preparation of each program of capital improvement projects, the planning commission shall consult with the city manager, the school board and superintendent of schools, the heads of departments and interested citizens and organizations, and shall hold such public hearings as it shall deem necessary, or as otherwise required by law.

    (d)

    The program of capital improvement projects shall include, as the basis of the capital budget for the city, the planning commission's recommendations, estimates of costs of each project, and the method or methods of financing each project to be undertaken.
