§ 24-27. One-way streets.
(a)
Nothing in this Code or the ordinance adopting this Code shall affect the validity of any ordinance establishing or designating any one-way street in the city and all such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length in this Code.
(b)
Whenever the council has established and designated any street as a one-way street, it shall, except as otherwise provided in this section, be unlawful for any vehicle to be driven or moved on such street in a direction other than as designated. This subsection shall become effective as to any such one-way street when signs have been provided therefor as set out in subsection (c).
(c)
The chief of police is authorized and directed to provide such signs on one-way streets as will apprise an ordinarily observant person of such one-way streets.
(d)
When it can be demonstrated to the satisfaction of the chief of police that the strict enforcement of subsection (b) will cause an unreasonable hardship on some particular person relative to the loading or unloading of trucks or other vehicles on a one-way street, then in such event the chief of police is authorized to issue a special permit to such person permitting a variance from the provisions of subsection (b). Any such special permit shall be in writing and shall specify the nature of such variance and the place and period of time when such variance shall be permitted. Such permit shall only be issued when it can be demonstrated to the satisfaction of the chief of police that the granting of such permit will alleviate a clearly demonstrable hardship as distinguished from a special privilege or convenience to the person who seeks such permit.
(e)
The following public streets shall be designated as one-way streets:
Evans Street;
Forrest Street;
Kent Drive, from Travis Street to Meeker Street;
Martin Drive from Manassas Drive to Courtney Drive;
Polk Drive, from Cabbel Drive to Manassas Drive; and
Scott Drive.
