It shall be unlawful for the owner of any house used as a human habitation, any warehouse
or any public building or other place where human beings congregate or are employed
in the city to use or occupy or to rent or lease the same for use or occupancy by
any person, or for any person to use or occupy the same, unless and until the house
or building in question shall have been supplied or equipped with an approved method
of disposal of human excrement of such construction as will comply with the requirements
of this article.
