§ 25-112. Payment.

  • Bills for the industrial cost recovery payment shall be sent to the industrial users by the political subdivisions. The industrial user shall make payment to the political subdivision which shall retain five (5) per cent of the payment for administration or such other purposes as the political subdivision shall deem proper in accordance with section 25-115 of this article.

    Billing to the industrial users shall require payment within thirty (30) days and the political subdivisions shall forward the ninety-five (95) per cent of payments received to the authority within thirty (30) days of receipt thereof. The collection of delinquent accounts shall be the responsibility of the political subdivisions.

    Each political subdivision shall submit to the authority, on an annual basis, a report of the amount paid by each industrial user and new industrial users added to the system. The political subdivisions and the authority shall maintain the financial information and data used in the preparation or support of charges under this system. The United States Environmental Protection Agency, the comptroller general of the United States, or any of their duly authorized representatives shall have access to such financial information and data for the purpose of inspection, audit and copying.
