§ 3.12. City clerk.

The city clerk shall be the clerk of the governing body, shall keep a journal of its proceedings and shall record all ordinances in a book kept for that purpose. The city clerk shall be the custodian of the corporate seal of the city and shall be the officer authorized to use and authenticate said seal. All records in the office of the city clerk shall be public records and open to inspection at any time during regular business hours. The city clerk shall receive compensation to be fixed by the governing body and all fees received by the city clerk shall be paid into the city treasury.
